In Illinois, a state-issued Firearm Owners ID (FOID) card is required to buy or possess a firearm or even a single round of ammunition.
Possession without a valid FOID is a felony. Currently, a FOID applicant below the age of 21 must have parental consent to apply. A bill that has already passed the state senate would lower that age to 18 years.
